Below are responses to frequently asked questions to help clarify submission details, contract terms, and pricing expectations.
Is the performance bond a quarterly bond? Will it have to be renewed each quarter?
No, the performance bond is not a quarterly bond. It is required once per awarded contract and remains valid for the entire term of the agreement, including renewal periods. Vendors do not need to renew the bond each quarter unless a new contract is awarded or materially modified.
What is the premise of the “rolling RFP”? Once the bid for the main meal program listed in this RFP is awarded, will that be the vendor(s) for the 3-year contract?
The rolling RFP allows multiple vendors to be considered for contract awards at multiple points during the year. While vendors selected in the initial round (e.g., May 25) may be awarded 1-year contracts with renewal options, additional vendors may be added quarterly to meet geographic coverage needs, increase variety, or improve capacity for special programs or grants, e.g., working with local restaurants. Contract opportunities are not closed after the initial award. We aim to ensure all caterers are evaluated by and held to the same standards.
Will other firms be able to bid on the meal contract listed in section 3 after the bid is awarded on May 25?
Yes. The RFP remains open throughout the year with quarterly submission deadlines. Other vendors may submit proposals for any of the meal types or service areas listed in Section 3, even after the initial awards. Contracts may be awarded to additional vendors based on program needs, performance, and client demand.
Is the max cost listed in section 3 for the 2026, 2027, 2028 years indicating the absolute max that Neighborly Care Network is willing to pay?
The max cost listed is a guideline based on current funding availability and cost analysis. While it reflects the target ceiling for per-meal pricing, Neighborly reserves the right to negotiate terms and consider price adjustments based on market conditions, funding changes, or value-added services.
Will this RFP require 2027 and 2028 pricing included?
No, this RFP does not require vendors to submit firm pricing for 2027 and 2028 at this time. Vendors should propose pricing for the initial contract period (e.g., January-December 2026). Vendors may also submit projected pricing for 2027 and 2028. Renewal pricing for 2027 and 2028 can be negotiated annually based on performance, funding, and cost of service.
Does this mean there will be no negotiation for renewal pricing for 2027 and 2028?
No, this does not mean there will be no negotiation. Renewal pricing for 2027 and 2028 will be subject to negotiation at the end of each contract year, contingent upon satisfactory performance, continued funding, and mutual agreement.
What is the sealed proposal PDF?
The sealed proposal PDF is the complete proposal document submitted by the vendor in response to the RFP. It must be saved as a non-editable, password-free PDF file and should include all required sections such as pricing, company qualifications, sample menus, insurance certificates, and other supporting materials.
The term “sealed” refers to the fact that it must be submitted securely (via approved upload method) and must not be viewed until the official bid opening or evaluation period, ensuring fairness in the selection process.
Question 8 What is a HACCP plan?
A HACCP plan (Hazard Analysis and Critical Control Point) is a written food safety plan that identifies potential food safety hazards during the production, preparation, and delivery process. It outlines critical control points (CCPs) where those hazards can be prevented, eliminated, or reduced to safe levels.
All vendors providing meals must follow a HACCP plan to ensure food is stored, prepared, and delivered in compliance with state and federal food safety standards, particularly when serving vulnerable populations like older adults.
Can you please clarify the rolling submission dates? I understand the current submission window is due April 30; is the next due date March 31, 2026, or is the June 30 date in 2025?
The next submission date after April 30 is June 30, 2025 and then quarterly thereafter.
Since home-delivered meals and congregate meals are both being delivered to Neighborly Care Network sites, can they be delivered at the same time?
Yes, vendors may deliver home-delivered and congregate meals at the same time to the same Neighborly site, provided that both meal types meet their respective temperature, packaging, and labeling requirements. Delivery schedules must ensure meals are received by the required time (typically no later than 9:45 AM) to allow for same-day distribution.
Will the frozen home-delivered meals also be delivered to the Neighborly sites, or will the vendor be responsible for home delivery?
Frozen packs of home-delivered meals should be delivered to the Neighborly Admin site, not directly to client homes. Neighborly handles the final distribution to clients through its volunteer and staff delivery network. Vendors are only responsible for delivery to the specified drop-off locations.
What is the expected meal count and delivery cadence for frozen home-delivered meals (i.e., a box of 7 meals once per week)?
Frozen meals are typically delivered in packs of 5 or 7 meals per client once weekly or 10-14 meals biweekly. The specific volume may vary by site and route. Detailed delivery schedules will be coordinated based on service area and client needs after contract award.
Will the submission form follow the submission guidelines document in order? Can we preview it, or is there a PDF version of the form?
The submission form closely follows the order of the Submission Guidelines & Proposal Outline document, but Microsoft Forms does not allow a preview of all questions at once. You can save your response for your records.
If we're serving hot meals at congregate sites, do our containers need to be sealed and labeled?
Yes, hot meals delivered to congregate sites must be in sealed containers that maintain safe holding temperatures. Each hot meal does not need to be labeled, but a delivery invoice with the menu name, preparation date, and any other items delivered must be available. Compostable clamshells may be acceptable for congregate meals if they meet food safety and labeling requirements, and do not leak.
What does the “weekend number” refer to under the meal count for each site?
The “weekend number” refers to the number of individual meals to be delivered during the week for consumption on weekends. These are typically shelf-stable, chilled, or frozen meals intended for home-delivered clients only. Neighborly does not operate congregate dining sites on weekends.
What is the typical food service type for congregate sites? Is Neighborly requesting pre-packaged meals or bulk service?
Neighborly is requesting pre-portioned, pre-packaged meals for congregate sites, but we can accept bulk meals occasionally. Most meals should be fully prepared off-site and delivered in sealed containers, ready for service. The format supports consistent portion control, food safety, and minimal on-site preparation by staff.
Will vendors need to resubmit a full proposal each quarter to remain eligible in the rolling RFP?
No. A vendor only needs to submit one full proposal unless they want to update their pricing, meal offerings, or service areas in a future cycle.
Is there a minimum number of meals guaranteed once awarded?
Yes, if you require a minimum number of meals please include that in your proposal.
How should vendors calculate the 5% Bid Bond if total awarded volume is not known?
Vendors should calculate the 5% bid bond based on the estimated annual contract value they are proposing to serve. This estimate should be based on the number of meals they can reasonably deliver.
How should the required Bid Bond be submitted if all documents are electronic?
The original bid bond can be mailed to Neighborly’s administrative office. An attestation that one was sent may be included with your proposal. The administrative office address is 5225 Tech Data Dr Suite 102, Clearwater, FL 33760.
What is the contract term length?
The base contract is for one year with the option for annual renewal for up to three years, contingent on performance and funding.
Will current provider contracts remain in place during this RFP process?
Yes. Existing providers may continue services during this process. This RFP is designed to expand or refresh the vendor pool, not necessarily to replace all current providers.
Will vendors be required to supply hot holding tables or other equipment at congregate sites?
Yes, caterers must provide hot-holding equipment if needed for service.
What specific a la carte components is Neighborly requesting pricing for?
Vendors may submit prices for individual meal components such as entrees, vegetables, fruits, grains, desserts, and beverages in addition to full meals. This allows flexibility in future menu planning.
Should all supply items be bundled into the meal price or listed separately?
Essential supplies for each meal (e.g., cups, placemats, trays, utensils, and napkins for congregate and trays for home delivered meals) should be included in the per-meal price. Additional or bulk supply pricing (e.g., paper towels, cases of plates) may be submitted separately as a supplemental price list and is optional.
Are vendors expected to submit individual pricing for components that meet specific nutritional specs?
Yes. Vendors may submit pricing for full meals and for individual components (e.g., 3 oz. whole muscle protein, fruit cups) to support future flexibility and DOEA menu compliance. It is not required to submit meal component pricing.
What is the current average meal cost?
The current average raw meal cost is approximately $5.50 per meal.
Do vendors need to supply serving equipment (tongs, scoops)? Are they returned or stored onsite?
Caterers should supply serving equipment and will be returned daily.
Can both home-delivered and congregate meals be dropped off before 9:45 AM?
Yes, both meal types can be delivered before 9:45 AM, as long as they meet food safety temperature guidelines and are clearly separated for distribution.
Can meal categories (frozen, hot, shelf-stable) be bid at separate price points?
Yes, vendors may submit pricing by meal category. A blended rate is not required.
Will meal categories be awarded to more than one vendor?
Yes. Neighborly may award multiple vendors by meal category or region to support variety, capacity, and service coverage.
Is there a minimum or maximum number of vendors that will be awarded?
There is no set minimum or maximum. Awards will be made based on quality, capacity, cost, and regional coverage needs.
What is the earliest time a vendor can arrive for drop off HDM and Catering meals?
Meals may be delivered as early as 8:00 or 8:30 AM depending on when the site opens. Section 4.3 Delivery Schedule and Locations has the operational hours of each of our sites.
Is the bid bond required?
The bid bond is required if you are proposing to serve over $1M of services to Neighborly.
